Last I heard, the worms outside Boreal Station don't fire back. It's almost as though the whole area was designed to be a power levelling / Survivor Title / Dire Pet Evolving area.
But they'd never do something so blatant would they?
Though, I've probably just broken another illogical forum rule.

If you bring in a level 20 phoenix of any type to the zaishen menagerie tamer, it will unlock all level 15 evolutions including dire..
So the best way would probably be leveling your phoenix as you would level other pets. This will probably make it elder, but go on until it is level 20 anyway. When it turns level 20, put it in your menagerie, then charm the level 15 dire phoenix which is automatically unlocked. Train this one to level 20 any way you prefer, it will now always stay dire.
(don't forget to put it in your menagerie to unlock all level 20 evolutions)

Outside of GToB in the battle islands on the master of healing overnight with a SoH hero on it. Then level as normal. Guarenteed dire. ;]
I leveled my wolf in AB from level 7 and still got dire. Just took a little while. xD
If that's not fast enough you can do the SS/LB farm route outside of Sahlja in the Junundu worm. That's pretty quick and no risk of the pet taking more damage than it dealt.

They do attack back, but only after they've been hit. But they're not all that strong...

Go to Isle of the Nameless, lock your pet on the Master of Healing, and go AFK for about an hour. Then go fight in the Desolation in Junundu. Your pet dies upon entering it, but still gains XP.
